I know oatbran has a lot of cholestrol-lowering potential. Do steel cut oats have the same ability? Is one healtheir than the other?

As I understand it, no.
Oat bran is just the bran of the oat which is the outer layer. Steel-cut is the whole oat (groats) that have been cut with steel cutters.
IIRR, the bran does have some of the best concentration of nutrients, but I feel that in order to get the whole benefit of oats it's best to eat the whole oat, meaning, steelcut oats or even groats (whole oats that haven't been cut).
